This is the “default” category for a noncommercial webcaster, operating either an AM/FM simulcast or an internet-only service.
Annual Minimum Fee: $500 per station/channel. Due January 31, or within 45 days of a service’s initial transmission.
2012 Monthly Liability: Listenership in excess of 159,140 ATH per month has a rate of $0.0021 per “performance.”
Reports of Use: Total census of all tracks used, including actual total “performances,” due monthly. Services that simulcast an AM or FM transmission, and do not exceed the minimum fee: (1) submit a two week sample, including ATH, program/channel name, and play frequency, and (2) submit them quarterly, due within 45 days of the end of each quarter.

This is the “default” category is for a noncommercial webcaster primarily operated by students at an accredited educational institution.
Annual Minimum Fee: $500 per station/channel. Due January 31, or within 45 days of a service’s initial transmission.
2012 Monthly Liability: Listenership in excess of 159,140 ATH per month has a rate of $0.0020 per “performance.”
Reports of Use: Services not exceeding 159,140 ATH per month submit a two week sample, including ATH (if available), program/channel name, and play frequency. Due annually, each January 31 for the preceding year. Services with listenership fewer than 55,000 ATH monthly may waive submitting reports of use with an annual submission of a Notice of Election and $100 waiver fee.

This alternate category is for a noncommercial webcaster that submits a timely one-time Notice of Election for activity within 2006-2015. Noncommercial Microcasters must submit a timely Notice of Election annually. The due date is January 31, or within 30 days of initial transmissions.
Annual Minimum Fee: $500 per station/channel. Due January 31, or within 45 days of a service’s initial transmission.
2012 Monthly Liability: Listenership in excess of 159,140 ATH per month has a rate of $0.00067 per “performance.” Statements of account are due monthly, even if no payment is owed. Noncommercial Microcasters do not submit monthly statements of account.
Reports of Use: Services not exceeding 159,140 ATH per month submit a two week sample, including ATH, program/channel name, and play frequency. Due quarterly, within 45 days of the end of each quarter. Noncommercial Microcasters may waive submitting reports of use with a timely annual submission of a Notice of Election and $100 waiver fee.
